Modem vs Router in Australia (vs China): Stop Getting Confused

Bought a new router and it won't connect? The word 'modem' means something different here. Two minutes to clear it up for good — and to know whether you need a modem-router or just a router.

'Connect your modem' — but which box?「connect your modem」——到底哪个盒子?

Support says ‘connect your modem,’ but you only see a light-converter box; or you buy a shiny new router and it won't get online. It's not your English — China and Australia mean different things by the word ‘modem’. Clear this up once and a lot of setup confusion disappears.

China: separate boxes中国:分离式结构

Typical home chain: 光猫 (Modem) → Router → devices. The 光猫 converts the signal (optical ↔ electrical) and does not do WiFi. So in Chinese usage, ‘Modem’ basically means the 光猫, and it's clearly a separate physical box from the Router.

典型家庭链路:光猫(Modem)→ 路由器(Router)→ 终端设备。光猫负责信号转换(光↔电),负责无线分发。所以中文语境里「Modem」几乎就等于「光猫」,和 Router 是清楚分开的两个物理设备。

Australia: often one combined box澳洲:常是一体机

Because some NBN types (FTTB, VDSL, ADSL) need a device that plugs straight into the phone line (RJ11) and does the modulation, vendors sell ‘Modem Routers’ (e.g. ASUS DSL-AC68U, TP-Link Archer VR2100v) that do both modem and WiFi in one. So Australians call the whole thing ‘the modem’. In practice, ‘modem’ here can mean:

  • a pure modem (rare);
  • a combined modem-router (the common case);
  • or loosely just ‘the box the ISP sent’ — whatever its internals.

One line to remember: in China ‘modem’ = the 光猫 that converts signal; in Australia ‘modem’ often = the all-in-one box that also does your WiFi.

因为部分 NBN 类型(FTTB、VDSL、ADSL)需要能直接插电话线(RJ11)并完成调制解调的设备,厂商就推出「Modem Router」一体机(如 ASUS DSL-AC68U、TP-Link Archer VR2100v),一台既能调制解调、又能发 WiFi。所以澳洲人把整台都叫「modem」。实际上,这里的「modem」可能指:

Which do I actually need?我到底需要哪个?

It depends on your connection type:

  • FTTP / HFC: you have an NBN box that does the modem part — you just need a plain router (or router + mesh). A router-only device is fine.
  • FTTN / FTTB (phone line): you need a modem-router that supports VDSL2 and plugs into the phone socket — a router-only device won't work, and a China 光猫 usually won't either.
